The Laboratory of Spatial Planning and Urban Development (LSPUD), created in 1985, is one of the research laboratories of the Department of Urban and Regional Planning of the School of Architectural Engineering of the National Technical University of Athens (NTUA). Its Greek name is Ergastirio Chorotaxias kai Oikistikis Anaptyxis. The term chorotaxia means “spatial ordering” and is usually used in Greece to describe spatial planning on a regional scale. However, it is sometimes translated as regional or physical planning. The term oikistiki (or ekistic) anaptyxi refers to the development of built-up, effectively urban, areas.

During the period 1985 – 2005, with Professor Louis C. Wassenhoven as its director, LSPUD carried out a large number of research projects. In several projects it collaborated with other laboratories of the same Department, especially that of Urban Planning Studies, other NTUA laboratories and departments and / or laboratories or researchers of other Greek universities and academic institutions. In the context of international projects it collaborated with various European research centres and university departments. Research projects undertaken by LSPUD have been funded by a variety of sources, i.e. the European Commission, the Organization of Economic Co-operation and Development (OECD), Greek central government ministries, especially the then Ministry for the Environment, Spatial Planning and Public Works, the Organization of the Master Plan and Environmental Protection of Athens, the General Secretariat of Research and Technology and other agencies. LSPUD also organized an international and two national conferences, as well as training programmes for professionals.

The main fields covered by the laboratory’s research activity have been the following:
• Spatial development and manufacturing activity;
• Small manufacturing firms and city centre development;
• Industrial park planning and metropolitan peripheral development;
• Renewal and redevelopment of urban industrial zones (e..g the Elaionas district of Athens);
• Sustainable local development in urban areas;
• Redevelopment of former international airport sites, specifically that of the former Athens international airport at Hellinikon;
• Urban planning, urban area vulnerability and seismic disasters;
• Settlement of earthquake victims and temporary shelter;
• Urbanization and forest fire hazards;
• Development of rural mountainous areas and viability of rural settlements;
• Island development and natural resource management;
• Greek planning system;
• Urban and regional planning and local government organization;
• Critique of spatial planning systems and international comparisons
• Spatial planning and sustainable development;
• Cross-border cooperation, planning and regional development;
• Sustainable development and planning systems in Europe;
• Planning and territorial governance in Europe.

Among major research projects carried out in LSPUD or with its participation in the 20-year period 1985 - 2005, which deserve to be singled out, is a series of projects on the industrial district of Elaionas in Athens, where the emphasis was on reconciling innovative industrial development with environmental objectives, a study for the redevelopment of the site of the old international airport of Athens in Hellinikon, a strategic plan of Athens and Attica, the Greek component of the E.U project “The E.U. Compendium of Spatial Planning Systems and Policies” (subcontractor: L. Wassenhoven) and the E.U. project “Sustainability, development and spatial planning (SPECTRA): An examination of the capacity of spatial planning systems in Europe to develop and implement policy for sustainability”, in which NTUA was a partner. The Elaionas and Hellenikon projects were commissioned by the Organization of the Master Plan and Environmental Protection of Athens. The next major research activity of LSPUD was the research project ESPON 2.3.2 of the European Union on “Governance of Territorial and Urban Policies from EU to Local Level 2004 – 06”, which covered 29 countries and involved 18 partners from all over Europe.

Depending on research needs, a large number of researchers got involved in LSPUD’s work, i.e. university teachers from NTUA and other universities, doctoral students and independent experts. It is sadly impossible to list them all here. During the years 1985 – 2005 the laboratory maintained close cooperation with central government departments and agencies, prefectoral and local governments and metropolitan authorities. The products of research work were regularly used in the teaching activity of the Department of Urban and Regional Planning, in theses of doctoral and postgraduate students and in diploma projects of final year undergraduates, in NTUA and other Greek or foreign universities.

LSPUD’s director from 1985 until 2005, when he retired was Prof. Louis Wassenhoven. The directorship was then taken over by Prof. Sophia Avgerinou – Kolonia. Several urban and regional planners who have worked in LSPUD as researchers are now university professors, i.e. Pavlos Delladetsimas and Kalliope Sapountzaki (Harokopeion University), Elias Kourliouros (University of the Aegean), Elias Gianniris (Technical University of Crete), Thanos Pagonis (NTUA) and Chryssanthi Petropoulou (University of the Aegean), while Evangelos Asprogerakas is a part time “professor advisor” at the Greek Open University. But there have been others too (social scientists, engineers or agronomists) who are now making a university career.
